 Minutes of Committee Meeting held at the Manor Inn 12 November 2003

1. David Barr offered to Chair the meeting

2. Committee members present Gordon Batten, Helen Boyles, Delia Hales, Margaret Packer, Roger Phillips and Paul Savin. Paul Fowler was also present.

3. The Chair welcomed Mr. Stephen Kings, Headmaster, Churston Grammar School. He plans a purpose built IT centre/library for community use. A letter to support his bid for funding was promised. MP.

4. Flood Defence. The scheme was now complete recent storms had tried and tested the work. Environment Agency to advise all property owners of their (E.A) responsibilities in the future. Manor Farm and Manor Court had some concerns. The Environment Agency had been contacted. DB

Galmpton Waste Water Site. There had been strong odours coming from the disused site. Rotary Equipment Services, Exeter had been contacted and had replied that they will remedy this. DB. SWW have not yet said how they will dispose of the site.

 5. Local Plan. Gordon B. has read through the amended version and felt that the changes would not affect Galmpton. These documents were a necessary expense costing £40.

6. Bus Service 60. As a result of Mrs. Langmeads letter, considerable effort by David Barr and Councillor David Browne, Torbay Council had reinstated the bus service which will also route through Broadsands. Villagers told use it or loose it.

7. Car Boot Sales Brixham Road. Fourteen ofthese are allowed annually. Due to the long summer this number has been exceeded this year. The traffic situation and burning of rubbish at the end of the sales were causing problems. A resident in Langdon Fields will note the dates of sales next year in order to

present the facts to Torbay Council who are obliged under the Town & Country Planning Act 1995 to take action. Delia H.

8. Galmpton Warborough Common. Windmill Planning Application. David B. had

written an objection to this application for renovation of the Windmill on grounds that this could not be done without vehicular access. This would contravene the rules of the Common. GRA has not been made aware of the conditions TC has agreed with the owner for temporary access for maintenance.

 9. Galmpton Warborough Common. Bus Shelter. In reply to MP's letter TC had indicated that they would consider building a new bus shelter if the bus stop could be moved 100metres nearer to Brixham. This would be costly legally and take some years to achieve. The other option would be to renovate the existing shelter with stone base, new roof and solar lighting this would limit the use of the stop to service 66 only, anyone wishing to use the No.12 to Paignton would have to go to the stop outside Churston library. Torbay Council to be advised that GRA did not wish to instigate such a dangerous alternative and regretfully would continue with the present tatty, unenvironmentally friendly shelter. MP.

10. Galmpton Warborough Common. Paul Fowler reported seeing vehicle( s) using the track from Slade Lane across the edge of the Common driving onto the Dartmouth! Brixham Rd. TC to be advised MP.

11. Web Site. Paul S reported an increase in "hits" since the distribution of the newsletter and will update as and when new information is provided

12. Finance. Paul S. is the third signatory on the Portman Building Society deposit account. He is willing to take on the "treasury" on MP's retirement at the AGM. The Committee approved a £500 (five hundred pounds) donation to the Village Institute, half the cost of essential roof repairs.

13. Galmpton Youth Project. Helen Boyles reported that they had applied for a grant from H.S.B.C and that fund raising continues.

14. Memorial Playing Field. David B our representative on the trustee's committee said that very little progress is being made. Cllr David Browne has agreed to become Chairman of the Memorial Playing Fields Committee.
